As for wher restrictions, queen whers must be auditioned for. No exceptions. They are not otM prizes, and will not be given out as such. Currently, if your bio is good enough, whers are being accepted without any real hassle. Especially those kings. 
Try to keep the queens down, though. We already have two: Gold Ask (NPC-Adoptable through audition!) and Opal Icysk (Handled by Icyri who belongs to Onyx).
